3. Will Troop 66 start allowing girls to join the troop on Feb 1, 2019?

No. Girls will not be able to join Troop 66. When the Boy Scouts program changes to Scouts BSA on Feb 1, 2019, girls will be able to join all girl Scouts BSA troops. All troops under Scouts BSA will be single gender troops.
